The Directorate of Accounts & treasuries,was established with effect from 1st February, 1962. The Accounts worked carried out by offices like Treasuries, Local Fund Audit, Accounts office (Treasuries), Store Verification and Vigilance Units, which were working under the control of the Finance Department have been placed under the administrative control of the Directorate after its formation. The indentation behind formation of this Directorate was to bring all Gazetted and non Gazetted posts in various Departments / Offices vacant for accounts works under one roof to form a uniform Accounts Service.

This was thought necessary as the service conditions, qualifications, pay scales etc. of the Supervisory cadre working in these department / offices was not uniform. Besides for want of such an unified Accounts Service the incumbents dealing with the Account, Finance matters in various Government Departments, did not have uniform prospects of promotion. Also for want of Officers qualified in Accounts work. Various Departments of the Government were finding it difficult to manage the Accounting work in its proper perspective.

Government, therefore, established the unified Maharashtra Finance & Accounts Service with effect from 1st February, 1965. This service included all Gazetted & Non Gazetted Supervisory posts doing Accounts and Finance works in various Departments of the Government. This has facilitated the availability of trained personnel with requisite qualification and experience to take up the Accounts & Financial responsibilities not only in different Departments of the Government but also in Corporations / PSUS / Universities / Boards / Zilla Parishads / other Commercial bodies of the Government and Local Fund Section. This has also facilitated the inter-change ability of personnel with a view to gain all round experience. As on 1st February, 1965 the total strength of this service was 375. It has been increased to 2540 as on 1st March, 2010.

The Director of Accounts & Treasuries, is the Head of the Department. The head quarter of the Directorate is at Mumbai. The Directorate has Six Regional Offices, one each at Pune, Nashik, Aurangabad, Nagpur, Amravati & Konkan Bhavan, Navi Mumbai. Apart from them the following Offices are under the administratve control of the Directorate.

• All District Treasuries & Sub-Treasuries in State
• Pay & Accounts Office, Mumbai
• Accounts Training Centers at Mumbai, Pune, Nashik, Chhatrapati Sambhajinagar, Amravati & Nagpur
• Stores Verification Organization (under Vigilance Branch)
• State Record Keeping Agency
• Pay Verification Unit
• Virtual Treasury Section

The Vigilance Branch also handles the Group Insurance Scheme.
